California Cities and Counties can participate in Community Choice Aggregation (CCA). By passing a CCA ordinance, a city, a county, or a group of two or more cities or counties can "aggregate" the electricity loads of their constituents, and go directly to the competitive wholesale power markets to arrange for their electricity supplies. As before, your existing utility will transmit and deliver the power to your constituents, and will also continue to provide metering and billing services.
But power markets can be risky, unless some simple precautions are taken. First and foremost - find a partner with experience! Second, approach CCA in a way that puts risk where it belongs - on the shoulders of the suppliers, not the buyers of energy services.
